Built on a 99-year lease, this 39-unit development comprising three-room and four-room flats served the wave of low-middle income families relocating from kampungs and villages that once dotted the area. The building's construction followed the classic slab block design philosophy employed by HDB during its fourth five-year plan from 1971 to 1975, when Clementi joined Ang Mo Kio and Bedok as new self-sufficient towns. Development began in 1974 when HDB cleared swampland and kampungs, resettling over 800 villagers to make way for modern housing estates. The northern hills were levelled to reclaim swamps along what is now West Coast Park, fundamentally reshaping the terrain. Today, Block 328 benefits from Clementi's maturity as a well-established town named after Sir Cecil Clementi Smith, Governor of the Straits Settlement from 1887 to 1893.
