Following persistent public safety and vice concerns, the Singapore Police Force declined to renew nightlife operator licenses in July 2022, marking a turning point for the development. In December 2023, the mall's management announced comprehensive plans to refresh Orchard Towers, including replacing the facade and repositioning the tenant mix towards family-friendly establishments. Massage parlours and nightspots that defined the building's character for decades have made way for tuition centres and food and beverage outlets that align with a more wholesome vision. The transformation gained momentum in January 2025 when Cornerstone Heritage acquired approximately 19,000 square feet on the fourth floor for S$54.5 million, signalling investor confidence in the repositioning strategy. This reinvention reflects broader shifts along Orchard Road, where aging properties must adapt to remain relevant amid competition from modern malls. The prime location ensures continued foot traffic, though the building now targets mainstream shoppers and office workers rather than the niche crowds that previously sustained its nightlife economy. Time will tell whether Orchard Towers can successfully shed its past identity.
